It's all relative. I was in Hong Kong in December back in the '80's when the news was all about the horrible cold snap they were having. Temperatures dipped to as low as 60ºF and the locals were all bundled up in down parkas. Meanwhile, being from Seattle and coming from cold rain or snow I was walking around in shorts and a t-shirt.
A couple years later I climbed Denali (Mt. McKinley) and saw all the locals in Talkeetna driving convertible jeeps with the top down in their t-shirts when it was in the 20's while I was walking around in my down vest and over jacket. Three weeks later after summiting in -45ºF I flew back to Talkeetna and walked around in shorts, t-shirt, and flip flops when it got into the 20's.
It's all about getting your body used to the temperatures. -
I can honestly vouch for this. This past winter in Michigan the temp dropped to around -22F at night. The next morning early, the sun was out and I took a walk in -22 in a long sleeve tshirt, jeans, and my tennis shoes. They worked perfect on the 3 feet of snowpack. It's all relative.
