You also need to look at the level of violations, critical versus non-critical. For a company that hires students, has a very brief training period, tolerates beginner mistakes, etc. TransAm has a satisfactory rating and falls about where you would expect it to on the safety scale. Unsafe driving had reached the intervention level, expected with student drivers, and most of the violations were not of a serious nature.
