It's called "import" and "export". "Import" is bringing dirt in, "export" is taking dirt out. In the "dirt" business, and believe me, "dirt" is a big business, anywhere from a small city lot getting graded for a new home to 100 acre job sites for a new hospital for instance or a college. They cleared a huge area some years back which was a dairy to prep for a new housing community. All the ground had to be "exported" and new dirt was "imported" before they could start building the new homes. Certain areas need certain types of dirt. Dirt is bought and sold. In a perfect world, a developer clearing 100 acres for a new housing tract would sell the excess dirt and if he needed dirt, he would "import" free dirt if possible. (If he could find it) If not, then he's buying his "imported"dirt. So you have contractors that have excess dirt to get rid of, and sometimes have to give it away if there's no one who wants to buy it, and contractors who want/need dirt and may have to buy it if they can't find someone who just happens to have a bunch to get rid of. Of course, the transportation costs play into it also. We've all seen a vacant piece of land with a big pile of dirt sitting there for awhile. That's a contractor who can't find a buy for his dirt so he's storing it until he does.
