So I gather you're trying to say that a old timer or a driver with experience is passing along some knowledge. In this situation its best to get moving at a said time before traffic is at it worst.. correct ?

Wouldnt proper trip planning do the same thing? If you plan right then you never should have to be in those areas when there is traffic anyways. I run dedicated through Chicago everyday. Got stuck in rush hour traffic first time I was up there. I pick early in morning like 1 to 2 am and if I see that Im going to hit rush hour I stop take a nap for an hour and by then most of it is cleared up.
