    Be at least 23 years of age.

    Those are some 'odd' qualifications. Can a person start driving at 13?? (Don't answer, I'm just noting the odd qualifications).

    Age requirement addition was requirement of legal department. Go figure...
    Ten years verifiable is negotiable, to a degree, depending on what your experience is.
