Vienna, VA, is testing the Rumbler, a device that uses an amplifier and two subwoofers along with police car sirens. The lower-pitched sound should cut through any traffic din and get the attention of otherwise soundproofed motorists or pedestrians. The device even creates a small vibration inside a car. The device is being tested by about 200 police agencies, mostly on the east coast.
