There isn't any cut and dry information.
The regulation says you need a dpf on engines manufactured after 1995, and to replace engines manufactured before 1994 with ones compliant with 2010 emissions standards (1994-1995 engines are allowed through December, at which point they too would have to be replaced with 2010+ models).
The regulation was not enacted by a legislature, but by appointed bureaucrats and their legal justification is not completely sound -- so even though the regulation says retrofit or else -- that reg may not be legal.
They are fighting it out in the courts and, as far as I know, CARB is not spending any effort to chase down individual owner operators who aren't in compliance with their wishes. They have gone after mid-size fleets (50+ trucks) and they have announced million dollar fines to scare people into compliance. I am not aware of any companies paying the supposed money, nor have any courts upheld the fines (again, to my knowledge).
Me? I own a preemission truck and I'm not planning on retrofitting anything on it. If CARB prevails in court, I'll stop running California. As it is, I only run to and from home; spot rates in CA aren't that good most of the year anyway -- buying plane tickets would save me money in the long term...
When I was younger I was interested in law enforcement and was an "explorer." As part of that program, we learned some basic police tactics and one that always stood out was what they call "commanding presence." You see, officers are trained specifically to "ask," in a manner which suggests you don't have an option, for things they cannot legally require you to do.
E.G. (deep voice) "Would you step aside so I can search your car?" Not many people say no...

The clean idle sticker only relates to whether the truck can idle legally for more than, I think, 5 minutes. Don't idle for extended periods & you don't need the sticker.
