There is a lot of good info in here and I'd hate to have to close it. -
I pulled a refer for 4 months till my wreck then stopped driving for about 8 months until I could find another driving job. I pulled a 40 ft gooseneck with a peterbilt in the oilfield for about 6 months till the price dropped. Now I'm pulling a 48 ft spread flatbed for about 3 months now. I still consider myself a newb. I learn something just about everyday.

The 133 pounds was either scale inaccuracy, or positioning slightly different on the scale. If you notice only the gross weight is certified by all CAT scales. There is a reason for that. It's physically impossible to move weight from the spread to the truck with out physically moving either the axle groups out the king pin.
Another way to get that difference is by setting your brakes on the scale, or holding your brakes. -

On moving the 5th wheel I've seen it work on a different load different scale so I believe it. However the change is so small as to not help very much at all unless I was all the way back but that would only mean about 500 lbs anyways. Not to mention I have my 5th wheel as far forward as possible anyways so if I ever do move it it would be back for overhang. I would not count on moving the 5th wheel to shift weight. I think the lessons taught in this thread are much more productive then moving the 5th wheel. -
New guy (company driver) in a brand new truck decided to put his 5th wheel all of the way forward...put the corner of the trailer into the headache rack. Personally, I keep it where my steer axle is approaching 12K as my drives reach 34K. Farther forward and you'll be over on your steers (assuming your truck is like most with a 12K axle and LP22.5 LRG tires). Farther back and you'll never scale an 80,000 gross load UNLESS you have a spread. Get it where you need it and forget about it unless you need it moved for clearance on a specific load.

When I set mine up I put it where I thought it would clear then I would pull forward a few feet with the steering wheel hard to the left. I would then stop and get out and check the clearance. Rinse and repeat and readjust until I could get my truck at 90 degrees to my trailer without anything touching.
The first truck I had with this company someone had tore a huge gash into the headache rack with the trailer. It was all kinds of fun when equipment would vibrate and lodge into those nooks and crannies. -
Try passing through Port Of Entry singing i fought the law and law won other than that you might have to rearrange your load some POE will allow around 200lb over depending on which one it is and who's on duty at the time i would not try it if your driving through OR
