So there's this cabover.....'99 International Eagle with the flat floor. It has a 197" wheel base and there is 97" from the KP to the exhaust stack behind the bunk. I would be adding a 3 door headache rack and using it to pull 53 ft steps and double drops. With the headache track installed there would be ~53" from the front of the trailer to the headache rack. I deliver to lots of tight places in Pennsylvania, Toronto and Montreal.
With all that in mind, what length would you guys stretch it to and why?

stretching a cab over. don't that defeat the purpose of a cab over? 197 is pretty long for a cab over already. unless your going to be hauling some long material that you need to hang over the front a good bit.

I haul long steel beams once in a while 60-63 ft. Hanging over the front is an advantage sometimes

how about a 244wb for Canada.

I second 244. It would have that west coast look, room for tarp boxes on the frame, and still be a relatively short wheelbase.

Question about how Canada measures wheelbase: how do they measure it? Steer axle center to the rear axle center? Between the tandems? Front axle center? What?

Europeans measure centre steer to centre front drive axle and Americans measure to centre of the tandems

I like being able to hang 3.5' off the front. Especially hauling 60 footers. Don't know if that will work for where you run but I would imagine if you have been able to make it work in the long nosed Pete then you can certainly make it work in the cab over.
