    He needs to change his fueling....check the Prime discounts along his route, and buy fuel in cheap states. Or IL for IFTA padding.

    Illinois has the highest rates, so if you fuel here, but run elsewhere, you get a refund when you file your IFTA.

    But that's not quite accurate. Just the diesel component of illinois fuel is the top 2 in the country for lowest price. You'll pay the tax on the fuel used, no matter where you buy it, so you look for the place with the lowest tax free price, and you buy there, regardless of the pump price. That is illinois.

    Not sure if I understand what you're saying here. But Pennsylvania has the highest fuel tax in the country at $0.6420. Just looking at the IFTA website illinois is #4 or #5 highest in the country. Website is http://www.iftach.org/taxmatrix3/choose_tableq2.php

    Sad part is if you fill up in Illinois and run one of the states that has a milage charge instead of a per gallon tax, you'll be paying taxes instead of a refund.

    Utah is the best place to fuel overall. But IFTA is an expense, it's not going to make or break you.
