I hope others are as confused as I am at this point. I never left the hand primer on any Cat I owned. It is just one more restriction for the fuel to pass through. I did however always carry the primer pump in the side box. The KISS theory applies very well to this pump. It is just one more part of the puzzle to give a problem when you don't need a problem and you don't even know that it can happen. Oxbow gives a very good example: check valves flipping over. On an additional note, taking a 3/8 drill bit and drilling diagonally and carefully through the port in the cap that replaces the hand pump allows fuel to flow just that much more freely. There are others parts of the filter head and fuel fittings that can be opened up as well with drill bits.

bigguns the hand primer pump is the most restricted thing in the fuel system, but there's a lot of restriction with in the secondary fuel filter head, too many super sharp turns, I just expend a lot of time drilling and carving with the dremel on mine and still not happy the way fuel flows thru there, I'm going to replace it with one of these
as soon as I can find a fuel block from a 5EK to install the fuel temp sensor and the pressure regulator.

My bad everyone. You are correct there is no fuel shut off solenoid on the 3406E. Was thinking of the "B" model thanks for correction.
