What are the rules with hood scoops?

I got a lvl 3 inspection by a OH DOT officer cause my gps was within the 6in from center of the windshield rule, even though it was resting on the dashboard and i can see over it. no citation or warning but i had to move it before he left.

 

That's funny!

 

By taking the ss barrel breathers off it really ruins the look of a w9. At that point you might as well just go get a white volvo

 

I'm nervous just knowing I may happen upon a truck with a hood scoop. Will the scoop have sprinkles on it? Yummy!

 

Neither did these older Volvos. Probably the toughest trucks on the road in 90's-early 2000's
