No not always .
It depends how the oem has the selinoid wired. It could be commanded on with ign switch in the off position.

Horton Drivemaster fan hub is spring apply, air release so shouldn't spin at key off. do simple test, run engine and engage manual fan switch at 1500 rpm should hear the fan cut in if working correct.

On my 9" Horton it is air apply, so when it is out of air the fan spins. When air is up with key off, fan is locked on. I guess it depends what sort of Horton he's got.taxihacker66 Thanks this.

Trying to figure out if the clutch fan is faulty.
There's a bearing screeching noise from the front of the engine. I took the belts off and everything spins freely and theres no excessive(wobble) movement on anything. I replaced both belts and the noise is still there.
The fan will come on when the engine hits 210 and it will come on when I manually turn it on.
But there's also a noise (pssht) when I turn the engine off .It's the same sound when I would have the fan manually turned on and forgot to turn it off before shutting the engine off.

That pssht noise is the power to the solenoid being turned off,and air exhausting.

It's not that hard to put a kit through it but you need a bearing press. On my 9" which is different to yours the rear small bearing had collapsed and most of the rollers were missing so I got it just in time. Bear in mind if the bearings collapse it wouldn't take much for it to go through the radiator. I've seen it happen. Sure it isn't the fan belts screeching?taxihacker66 Thanks this.
