What are all dressed chips???
If they check my speed limiter/governor, is that even something a driver can change in the spot? Will they turn me back if it's set to 68? Or must I plan to have it adjusted prior to rolling north?

And no they won't turn you back for it .
As for punishment you will have to drink a six pack of labatts blue. -
They will start by writing you a ticket for a few hundred. Not sure if they will make you sit until someone can come adjust it. It is not something the driver can change. That's part of the law too. Driver can't possess tool to bypass it.
I know it's ridiculous. -
No, you can't change your speed limiter on your own. Think of how many happy Prime drivers there would be.

Oh and about all dressed chips. They're simply. ....amazing. I don't know why they don't exist in the USA. Maybe they figure Americans are fat enough already.

I get passed by trucks every day that don't have the speed limit set. And it's not Canada customs that would check for it . The chances of you getting pulled in to a scale and checked for it are extremely low in Ontario.
