I use copilot, the free one. They do have a truck route one for 150 but in the six months or so I've used the free one I always check a new route against my atlas and it's the same route every time. I'm sort of a tightwad. I know that wasn't the answer you was lookin for, just throwin out there what I do.

Copilot stores it's maps on the device as well, that's what initially got me to try it

I use CoPilot Truck along with it's ActiveTraffic add on and am very happy with it.
I started using CoPilot on a laptop back in the late 90's and tried both Rand McNally and Garmin GPS units for awhile but they just didn't stand up to the grind of the road.
You only need an internet connection for the Active Traffic service not routing.
My iPad Mini 4 is wifi only and I team it up with a Bad Elf bluetooth GPS unit which is more accurate than GPS by internet signal.scottlav46 Thanks this.
