Detroit stopped making the series 60 mid 2009 and switched to the DD15. The gliders all use pre EPA 2003 engines, no EGR, no DPF, no SCR.

The only California compliant S60 is the 14L made after 2007. Detroit phased out the older 12.7L when EPA 07 came out.

I'll tell ya right now the only brand new truck I'll ever own will be a glider kit. If I HAD to have an emissions truck, I'd be in a brand new Star Car with a DD16 Detroit Diesel. Sucks that Star's aren't made in Canada anymore. My dad's 95 was a beast. Pure Canadian made beast.uncleal13 Thanks this.

Where are Western Stars made now?

They're made by Daimler. Same company that manufacturers Freightliners (and Sterling).

I know who lol but where? In Mexico with the rest of freightliner?

I may be wrong, I'm sure someone will correct me if I am. I think Freightliner closed their Portland Oregon lines a few years back and started building either Western Stars or Sterling's there.
