True, it's possible the other truck pictured wasn't even involved and just stopped to help.

Exactly. Maybe the burned truck isn't even in the picture. Maybe it went off into the ditch where the photo wasn't able to capture. Maybe the western truck that looks burned is only burned from secondary exposure from the truck that really burned?

At some point the guy in the red truck will probably stop by to say how he was just driving through when the picture was taken-

Judging by the image, I'm inclined to think Western Express hit the other truck.

1)First truck was exiting and was hit by a second truck.
    2) Second tractor caught fire and burned the trailer of the first.

The picture shows the rear doors of the WE truck to be intact with little / no damage. If the WE trailer was the one that was hit, I would think that there would be more damage to the rear and the fire would've started at the rear of his trailer and burned forward as opposed to starting at the front and burning towards the rear.

What picture are you looking at? The only one I saw shows the front of WE trailer in tact, with not even smoke damage, the rest burned

I was looking at the picture in the original post, however, that was on my phone.

Now that I'm home and can see the picture better, it is indeed the front of the trailer on the left hand side of the picture. That being the case, I retract what I said earlier. :)

Ok, I thought maybe people are seeing pictures I'm not. Someone else seemed to describe a scene I didn't see either.
