Nooooooo its not legal to run further if there is no parking where your at...That part of your day is supposed to be taken into account...3 seconds after your book runs out and you hit and kill some one YOUR FAULT CAUSE YOUR NOT THERE LEGALLY or your 100% innocient and someone hits you and get killed..Lets just say you will be the sexi virgin in the big house..
Not sure about usa but in canada you can run a lil extra(i think its 30 min but i dont remember) cause of road condition(really bad storm ect) and its taken longer cause of said conditions
E-logs will equal more parking

See that's the whole point. on Elogs you stop when the elog lets you. If that means delivering at noon and getting to the truck stop at 3pm. If you're like me you'll be departing the truck top at 1am to head to your next delivery. The next day you'll be at the truck stop by 11am and departing at 9pm. It's just how it ends up being. Right now all the paper logs cheat and they're all piling into the truck stop at 5:30pm to take a 12-13 break. I'm not saying that's a bad thing but that's going to change believe it.

It's actually worse than that. You could still be legal and get hammered with HOS violations if you get in an accident. Let's say you used 10.25 of your available 11. If there wasn't a suitable parking location within 45 minutes of your location, then they will say that you couldn't have legally made it to a parking location and are therefore in violation.
The U.S gives you 2 hours. It's called the safe haven exemption. They will give you an extra 2 hours on your 14 hour clock if there was an unforseen event (such as an accident.) Weather doesn't count because they say that you could have watched the forecast and determined whether or not you had a chance of getting stuck. And you have to stop at the First available safe parking location. No truck stop hunting. -
I'llllllllll post it again....

Part of a drivers job desciption is to manage his or her hours..You do not let your elogs or company do it for you.You look at your hours often and see how many hours for the day you have to work with where you're at and go from there. Its poor planning if you run out of hours and can't find a place to park.I have never had that problem.

The rule you are trying to site is NOT the Safe Haven rule as Blackshack46 has pointed out, it is the Adverse Conditions rule. That rule is also covered in the link Blackshack46 provided.
Adverse Driving Conditions 395.1(b)(1) https://www.fmcsa.dot.gov/regulations/title49/part/395 -
You're late to the party. We have already established that. Thanks for your participation though.
