A seven inch slump shouldn't spill. I drove an 11 yarder for years, never spilled, and I hauled a lot of 9's. You must have braked exceptionally hard.
I saw a lot of n00bs do a whole lot worse than though, and not get into major trouble. Your operations manager or truck boss is the one that will most make the call.
I saw this punk kid roll his booster over the front of the city inspectors car about three months in, he was the boss's son's best friend, nothing happened to him.
Driver is always responsible for the load when it leaves the plant period. You make the call on the slump. If it's too wet you get it dried up, too dry ( 95% time ) you slump it down, but it's on you, and every redi-mix driver I know will tell you to inspect your load before you leave the plant. CYA buddy.
If it were me, I'd go to the truck boss and say " I F' up.

Stuff like this is why I argue for warning lights or some sort of a counter to let you know when a light is gonna change. I think every intersection should have something, but especially truck routes and where the speed limit gets above 35. Sometimes you're darned if you do, darned if you don't at these yellow lights and most barely give you time to decide. With all the rules and regs and stupid left turn arrows in the name of safety, something like this would seem much more productive.

Fine won't be bad. I'd play it honest when you see the judge too. You start saying blah, blah, load, blah, blah, slump, blah, blah, light changed, judge going say blah, blah, here's your max fine.
Judge I F' up, I really have no excuse.

I've had that happen when it's a pea gravel load. I'd get the pea gravel on, back under and the dispatcher would forget and put regular stone in too. He'd be loading it and it's start coming out the chute like WTF!?

Locals are really tough. I would go with the DA as suggested by the others.
Tickets I incurred against me were usually either parking variety or going against a signal which I paid out and kept going. Bigger, much bigger tickets went against the company. I had one which was 134,500 gross which was a few thousand dollars in one state. My permit only allowed 99K. That was probably my most serious ticket.
More serious problems wound up in court in the form of lawsuits against me personally and the company as the other named defendant. Lawyers would get involved and eventually it got settled.
Now don't be scared. Misdemeanors for a reason is not as serious as say a Felony. You do not want a felony at all. Ive had dozens of police chiefs in small local towns threaten me with 8 years in chains indentured servitude for a variety of infractions committed in their presence a time or two. Cough up the fine and be on your way, in fact paying the fine by lunch usually was treated as a contribution to the police teddy bear fund or something and it will never show up on the record because the issuing officer has not yet gotten back from patrol.
