Well we need more info to help you.....does this happen under a load? when does engine temp go up? is engine fan working?
ok now aside from that I when you say new harness are we talking the harness to the ecm?
as far as the sputteing/smoke you should check your eps sensor

Eng temp is normal and fan works fine. Loaded or empty has nothing to do with it. They replaced the sensor that directly plugs into the coolant reservoir. Is the ecm sensor the one that hangs below that? Im not sure if they replaced that.

Are you referring to the gray box with like 5 wire plug ins? That piece does go out also...worth replacing it is relatively cheap.......but I think you need to check the wires that plug into the ecm

Update: coolant issue was electrical. Fixed. Truck is smoking more though. It will sputtet and has no throttle or power briefly. Black smoke from 9th to 10th...when RPMs are about 1200. Check engine light sometimes real quick then off. Heavy loads or a hill it is more noticeable. If I run 9th a little higher and then shift @ 1800 RPMs it won't do it
