If California or any state want clean air they should pay for the maintenance and the repairs of those high

How is the driver the only one? As a driver you charge a premium for CA loads to offset your emissions cost. That cost gets pushed onto the customer and finally the consumer. If you have a CA qualified truck and your not charging CA more money that is your own fault. My premium covers CARB and the high fuel cost no problem.
