My state participates... grudge with Uncle Sam, any license made go through the State Revenuer direct to Uncle Sam with a stack of papers showing your ID's too. No child on a computer can possibly forge some of the features built into a CDL.

We have a small truck stop in our area, police do go check all CDL's they can in addition to overweights, log violations etc. They average one catch a month on no cdl. Those go to court. It takes a while.

Frankly to be blunt, kid at computer scenario will be committing federal violations, for which he can possibly be sent away for a long time in a clean version of hell no one wants to be. If kid gets angry and uppity in the cell, the Feds will shackle him, put him on what they call a Deseil therapy riding a bus round and round the USA wearing pounds and pounds of chains until he passes out and then ride him some more until the mind goes. That is how they break some of the worst that Ive been told.

Pretty much anytime a driver is stopped their CDL is run through the CDLIS database (real time data). It would show his license is not valid and the driver would be cited for the no-CDL violation and fictitious legal document . We would ask about the fictitious license and if we can determine where it came from we would charge the individual making the false licenses. Small time he would be charged via state law. If it was large scale operation it would be referred to DOT OIG for investigation and federal charges.
