Depends on state imo. In Texas red light camera tickets don't go against your license, you can't go to jail for not paying one, but you also can't renew your annual vehicle registration if there is an outstanding fine against the vehicle. But I doubt Texas would care about an Iowa ticket.

There can not be 3 drivers with only one drivers seat.
And those tickets target the registered owner of the car, not who might be driving at the time. -
My understanding is that whether they can identify the driver or not, the registered owner of the vehicle is responsible for that vehicle. So it is up to the registered owner to either pay the fine or get the guilty party to take responsibility.
As far as points, If you don't live in Iowa it depends on your state's reciprocity laws with Iowa. I got a speeding ticket (personal vehicle) in Clear Lake, IA but I live in NC. When I called NC DOT, they said that it would not add any points on my license, so no big deal other than the money.
It is also my understanding that if your state does not have reciprocity with Iowa regarding speeding tickets, they cannot do anything to you if you were to just ignore it. The worst that would happen is that they would issue a warrant for you, and if you ever got caught in IA again (pulled over), they could then arrest you.
But, I am not a lawyer or a statute guru, and your state's laws may be different than NC, so please verify all of that information yourself. -
Did they send you the letter with a process server? Certified mail? I'd throw it away.

I got a couple of those driving in Chicago area in 2014 (but it was a four-wheeler) and I paid them. The tickets stated, that if paid they would not affect the MVR record, so they'd be like parking tickets rather than moving violations. But that's Illinois. But I can't see in legal terms it could be different elsewhere. After all, they don't know who was really driving to assess the demerit points. If the ticket does not say anything about MVR record, I'd call the number on a ticket to make sure.

Thanks. Yeah I've done a lot of research. It's basically a money grab. It is a civil violation not criminal one so they can't issue a warrant. They can't put points on anyone's license. They can't report it to credit bureau. They can sue you in civil court for the money, but the prosecutor's office has said they are not spending the money to recoup $75 per.
So in the end @Chinatown and @icsheeple are correct

I got one driving the Corvette to go visit my Mom last year. Car is titled in my wife's name. She was pissed it came in her name. They would not change it.
No points, just pay the fine.
Wife works for the post office and can't be getting any points on her licence. -
No it does not cost points. I live there and got pegged by a red light camera when I was a security officer like 3 years ago. Never showed up on my record.
My sister also gets them all the time. She would have a suspended license if they did lol -
