Advertising is beside the point. That is not the parking issue. And should have never been mentioned.
As far as rest areas, make them the Size of Wolcott IA with shuttle buses and then every 30 miles. Then you will no longer have parking issues.
Rest areas went away by the dozen early in the 90's nice little out of the way places closed. That is the root.
Today? You would not get me into a rest area now. Because of the deviency that goes on in some of them. Clean that out then we will talk.

I don't see DOT knocking on doors for parking on dirt. Is that a commercial establishment rule or is that a trucking regulation?

Only in your imagination.
Some of the best rest areas have hard ground where you can park anywhere around it. Not necessarily on the overstuffed parking lot itself. -

Sometimes they ticket for parking on dirt in rest areas. It's a money grab.

Rest areas on every interstate within 40 miles of every major and medium sized city. With pull thru parking for 500 trucks. Well lit with attended rest rooms near both ends and a 24 hour cafeteria style restaurant in the middle. One of those moving sidewalks would make drivers happy but not necessary.
