Check the ECM plate. Fuel runs through it to help regulate fuel temp. It gets clogged up and restricts flow as it goes through there before the filters. I usually just bypass it to test it

Now that is starting to sound like a White (Maybe a Volvo White) with a Cat. The driver had been fussing about it for years. Finally it shut down but only a few miles away. The engine would spin over with the starter but not start. A test light would light between the frame and engine. No ground wire between engine and frame and could not find one that was unhooked. Appears that truck ran for 400,000 miles grounding through the motor mount bolts and the drive line. Also had a 100,000 mile Freightliner with a poor connection on ground wire in front of cab. It ran OK but had about 5 alternators put on it. Amp meter would read low at times, dash lights would dim, and it had electrical accessory problems. If it does not test bad try putting jumper wires in different spots to isolate the problem.

I am curious if the original poster ever found the soloution to his problem ? The truck I drive is a 2000 model international 9900 with N 14 cummins seems to have the same issue.

UPDATE on Cummins M11 stutter. I've done everything everyone's suggested. Replaced all the fuel lines, grounded the engine to the frame, tested injectors, bypassed the ECM cooling plate (really thought that was it), tested the fuel pump pressure. Nothing. Talking to a shop in KY, he suggested that my fuel pump start up pressure (175 lbs) was excessive. The next step is to put a gauge on the fuel pump run the gauge up to the windshield where it's visible and drive the truck under a load and watch the fuel pump. I'm thinking now, it is a fuel pump issue. What else is left? Nothing that I can think of. ECM? Maybe

These ECM's are notorious for injector driver going bad, especially at this stage in their life span.

Did you pull the pickup tubes out if the tanks and check for sucking air? Been there

im also having a problem with a 2006 ism M11 Cummins Engine. The fuel injector Pigtail keeps braking. and if not just one cylinder every time is a different cylinder. any of you guys had this problem before please let me know. i had bought like 15 pigtails already. THX
