    Start by cking swr o
Try change the direction of the antenna. Is it pointing straight up? Sometimes. Moving them slightly forward a few degrees at a tim and checking your swr at each move. I have mine at about 20 to 30 degrees forward and swr is around 1.0 but if i mve the antenna straight up. The swr is ober 3.0 try that before cutting it.

you're not going to get 25000 RPM out of a cordless drill.
My die grinder plugs right into the air hose on the back of my truck. No compressor needed other than the one on my truck.
total investment less than 20 bucks
