You don't understand how gliders are ordered. I can call up any of the truck manufacturers and order a new truck minus engine tranny rears and emissions and it will be registered as a 2017 glider. I then install whatever components i want. Or can also get them with rears... that's called a rolling glider.
Another option is to buy a turn key glider from a company such as fitzgerald.

I got it now. But if I buy 1990 truck, rebuild it, buy a new cab and have someone put it on my old truck, will it make a new truck, or I will not be able to find someone to do this?

In Utah, where I reside, a RR title is titled to the year according to the arbitrary opinion of a LEO who shows up for a VIN inspection.
A buddy of mine swapped a '85 Chevy suburban body onto his '78 Suburban rolling chassis. Had to plead his case to get it titled '78 (for emissions purposes)Oxbow Thanks this. -
If a commercial motor vehicle is equipped with a glider kit that is newer than model year 2000, but the connections and motor vehicle components (such as the engine) are older than model year 2000, is the vehicle exempt from the ELD rule?

No. ELD use is required for vehicles whose VINs reflects a model year of 2000 or newer. The ELD rule requires a reasonable proxy for this data if the engine control module (ECM) or ECM connectivity does not provide it. If the currently installed engine does not support an ECM to obtain or estimate the required vehicle parameters, then the operator must use an ELD that does not rely on ECM connectivity, provided that the accuracy requirements of the final rule are met. See Appendix A to Subpart B of Part 395 section 4.3.1 of the ELD rule for accuracy requirements. -
A service tech at the Kenworth dealer in Grand Junction, Co told me that some tech guru invented an interface that allows ANY...mechanical engine to work in a 2006 or newer chassis. I'd have to see it to believe it.......
