This isn't true. The reporting agency has an obligation to investigate and obtain "substantial" evidense that the data they are reporting is true and correct.
They can be sued and they can lose.
Granted 99% of what people want removed is true and accurate... but for the 1%'ers that are wronged, an attorney and a few months can back them off and if they are being unreasonable you can take them to federal court and make them miserable and often settle prior to trial.
In federal court, the guy who represents himself has a fool for a client. you really need an attorney because the rules and protocals are very different and the loser often gets to pay the other guys attorney bills... that would be zero if you represent yourself...
and if you lose... the other guy is gonna stick you hard !!!
