97 Pete Cruise stuck on

i have a 97 378 Pete, the cruise control is stuck on. When I turn the switch on, the light on the dash lights up and goes out when I turn it off. However with the on/off switch in the off position or unplugged I can still set the cruise or bump the idle up. Any ideas on where to start would be great.

 

Cat 3406e. 5EK90074 I'm not worried about the cruise anymore. Trying to get the thing started. I have no check engine light, have power and ground to the ecm and installed a new ecm last night. This truck only has a switched power and a constant coming from the ecm fuse behind the dash.
