I have never seen CARB setup anywhere and I travel from the top of 5 down to 101 do the salinas thing, come out 80 or sometimes over to 99 down to 58 and out either across 40 or up 15.
I say just go for it.

If it was me an you weren't going to register, I would try and do it on a weekend, as scarce as the CARB squad has been I would doubt they work weekends?

You can get a free 3 day pass once a year. But as others said, you probably won't have any issues either way. I run through CA a few times a week in my 2003.

I go to California every week.. Rule 1. Don't look for trouble & you will not find any trouble.. Roll in do your business, watch your speed, check your lights and you will be fine..
