Once again it always leads back to the same conclusion, less watts 100% on intended frequency or Billy Joe Bob's 500 watts that splatter 10 channels up and down, in other words clean vs dirty.

I've been experimenting with extremely low power DX'ing and local talk.

I was talking to a local on side band from about 35 miles away the other night. I asked him to see if he could hear me at 1 watt... yep... no problem. That was off the 102 stainless on the top of my trailer.

Even running on the Wilson 2000 on my mirror, 10 miles on AM yesterday, both from my N4 at 1 watt and from my Connex at 2 watts.

I think having x=0 on the frequency you want to talk on makes all the difference in the world.

I was at the Loves in Jasper Tn on Saturday and two drivers pulled in ( same company) talking to each other and another driver commented on how loud their radios were, so one if the drivers starts boasting how he has a cobra 29 with mosfet upgrade and p&t that does 70 watts, well I had to ask himhow one mosfet acheives the same watts as a Stryker 955 with four mosfets? He didnt have an answer, so I mentioned to him for about the same cost he could of bought a General lee, well another station way out in the dinky weeds responded by saying he wouldnt by a General lee because it doesnt have ssb, I informed him that I was just telling the one driver about a General lee and responded saying that he couldnt even hear that driver ( 70 watt 29) but he could hear me fine on my stock 980, I rest my case, of coarse I know darn well the 29 wasnt doing 70 watts and was loud because the limiter was probably clipped.

You guys actually think the FCC is spot checking radios?

It isn't like that, they don't have the resources to do that. Once the acceptance has been done, it is up to the manufacturer to maintain the quality to ensure that it remains compliant.

The new Chinese radios are being imported through one cert, not many and many importers are not even bothering to get accepted radios to import but cheap crappy radios and passed on to people who think they are getting the real thing.

No, you always hear stories , primarily on cb forums, where Fcc will check shipments once the ship is docked and if one radio is illegal then the whole shipment is sent back, maybe its true maybe it isnt, but I just dont think they would do that when every cb shop that sells radios can openly sell 10 meter export radios that are converted to 11 meter during the sale.

I had the cobra 19 lV and used it in my mobile into a palomar 225 ( 2x1446) and the lower carrier ( about 2.5) was perfect and I did increase the modulation by tweeking amc which was vr11 if I remember correctly, but even using barefoot with a Wilson 1000 mag mount antenna it was good for local communication.

Your measurement was probably made with a reactive load and a cable other than an electrical half wavelength so your measurement wasn't accurate. I'd be fairly confident the more accurate measurement would be probably way over three quarters what it should be.
Unscrew the cable from your antenna and attach a 50 ohm dummy load to the end of the cable and retest your measurements and I think you'll be surprised at what you find.

I think I've heard stories about them confiscating shipping containers and destroying the contents but I've never heard stories about sending the shipping container back to China so they can attempt to ship it back some other time.

They do not check containers, customs does and they have the authority to confiscate and hold it or destroy it, they do not allow a return to take place. One reason why import agents have to have bonds to ensure that there is someone paying for all of this when things go wrong,

With the exception of the major chain truck stops. Obviously someone (FCC?) put the pressure on them not to sell export radios.
