    I had the volume off but judging by there being a person standing on the back deck and at least 1 blown through stop sign by the truck and the camera car, I'd wager they were trying to escape the numb-nut in the car with the camera.

    Holy crap! How he didn't take out any vehicles parked on the sides of the road is beyond me. If that wasn't on video I probably wouldn't believe it.

    Probably. Even then repo men know when to pull over in a safe spot to secure an asset properly. These jokers probably cause more damage just dragging the car in addition to possibly hitting somebody else's car. They picked up a FWD car from the ### end(a big no-no unless you've got dollys under the drive wheels) and it wasn't properly secured to keep the car from "swinging it in the breeze"! Those factors are more than enough to make this a DOT reportable incident.
