Plywood isnt enough to shut down a runaway. Youll want a basketball to jam into the filter housing and then jackets behind that. Itll collapse the air intake tube and start sucking past the clamps but this will slow her way down.
Next youre gonna vice grip the turbo oil feed line since bad seals in the CHRA is the most likely source of an oil fueling.
Make sure the shutoff lever on the pump travels all the way back and that the shutoff arm does actually have the keyway in it, not just clamped on. If the rack wont go all the way to shutoff you can start cracking the fuel line or filter to let air into the fuel and stall'r out. -

Thanks to everyone who offered tips on how to get her going and prevent/react to a runaway. Hoping to get it started before winter but may have to wait till spring. I've put some videos to track this project on YouTube if interested

Run away in a Cat is unusual. If the clutch and transmission are working put it in high gear and and hold the clutch in while cranking. If it gets out of control easing out the clutch can go a long way toward shutting it down in addition to other recommendations.
