The lines to the shifter come off the tranny, not the directly from the truck. Unless you meant that you had transmission trouble, and not tranny trouble.
That's opposite. Air releases the fan, with no air the fan will be constantly engaged. If the fan clutch itself fails, i.e.no friction, there are holes to bolt the fan carrier and hub together, giving you a constant fan as well.

You can still change gears with out the spliter working if its a 13/ 18 speed or is it a 10 speed with just 5 low and 5 high? If its a 13/18 speed just treat it like a 9 speed until it warms up again, if its a 10 speed then yeah you not going to be able to move away till the issues is fixed, hopefully it'll start to work properly assuming it is actually the cold causing the problem it goes away then you'll know it was the cold otherwise you'll have to take it into the Freightliner service center.
