Only time I ever remember turning like that at speed is when I was hit from behind doing @ 70 and had to lay it down.

How did I get the wobbles? NO I DIDN’T WHEELIE. I was merging onto the freeway, checking traffic while I ventured over to the carpool lane. When I got next to the carpool lane, I check if it was clear again, then merged in while quickly accelerating in first gear. When I got up to enough speed to pass traffic (Traffic was doing 75-80 MPH) I changed into second gear (where the clip starts). First mistake I made was having my weight WAY too far back on the bike while accelerating, that mixed with the extremely bumpy freeway and the acceleration of the bike caused the front wheel to go extremely light. Thus causing the violent speed wobbles.

There are a lot of reasons, but a tank-slapper is commonly caused by hard acceleration over bumpy pavement (just as the rider described). I also see that the pavement is grooved and I am sure that had something to do with it as well. The front end gets light and gets out of alignment with the rear and begins a series of bounces and oscillations from side-to-side that get magnified if not cancelled or dampened.
The rider then very likely proceeded to do the worst thing which made the outcome inevitable--having a death grip on the bars. Relax your grip on the bars; let the front wander, lean forward putting more weight on the front, don't chop the throttle but do roll off slightly.
Post incident; change underwear, add steering dampener.

I had a guy on an old beat up Harley in front of me on the 91 in Fullerton about 1980. Broke his chain, locked up his rear tire, down he went right in front of me, and I'm loaded! I came to a stop just short of going over him. I got out, helped him up, gave him a ride, dropped him off down the freeway, got in, took off...he had dropped his keys in my cab! He had the little miniature license plate on his key chain that CA used to offer, and if you dropped it into a mailbox they would get it to the rightful owner! So that's what I did! Hope he got a new chain on that old Harley...
