what i do not appreciate too is that "posthumously", the dead officer is promoted to a higher rank, all for his family to gain more money on his death, in the way of his pension.
for me, if one did not earn that promotion or never even took any test for a promotion, what rank/seniority they die at, stays at that point.

The car driver left his vehicle in the middle of the road. Usually with accident vehicles you’re supposed to pull them off to the side on the shoulder so you don’t impede traffic flow,which is what happened here. More than likely they may charge the car driver with vehicular or negligent homicide.

Was the car able to be driven?

We don’t know but if the driver walked away from the vehicle that’s also considered leaving the scene of an accident and the authorities will take that into account.
