The Oregon permit is supposed to be purchased and picked up before entering the state. It's not a difficult thing to do. You do it over the phone and have it faxed to you. You need company info, truck info, entry point, and exit point.

The special Oregon permit is $8 as I recall. I had an inspection there a few months ago and my carrier let theirs expire. They went online to buy it, and texted me a picture of it a few minutes later that I showed to the inspector and I was on my way.

The fuel permit is not a flat fee. It goes by the number of miles run in the state.rabbiporkchop and Oxbow Thank this.

That's right goes by the mile. Need to get it before entering the state. If you don't it's a hefty fine.
rabbiporkchop and Oxbow Thank this. -
I’m starting in MT, dropping off in Caldwell, ID, and finishing the load in Washington.

Oops, I was thinking Eastern Idaho. If starting in Caldwell about your only option is up 95 to just north of Lewiston, then cut over. Two long steep grades and slow windy road, but not bad if you don't get in a hurry.BUMBACLADWAR, SAR and Gumper Thank this.
