Are your brake lights on? Switch for your break lights malfunction will keep your cruise and jakes from workiing.

I had that problem on a old freightliner classic, it was an air switch with 2 wires on it. Located back behind the dash panel. I could hear it hissing through the terminals. Its supposed to normally closed switch but mine stuck in the open position which made the cruise think I was applying the brakes... 20 dollar fix... I hope that's all it is for ya

You didn't mention the cruise control switch itself. Any idea if it is working properly?

Clutch pedal return spring intact? It pulls the clutch pedal all the way up and closes a micro switch that disables cruise.

Or perhaps that micro switch, but usually it's a broken clutch pedal return spring.
