Places in the northeast started this whole racketeering things long ago by tolling vehicles on roads and bridges, then that turned into trucks only tolling, then this. Not sure where this could stop. There must be many hundreds of thousands of municipalities that could engage in this "tax/fee" practice. No way any carrier can stay on top of all this potential BS if it's carried out to it's full potential. They (taxing authorities) just keep pushing and pushing and at some point, the situation will reach critical mass.

I understand generating revenue but this sounds more like extortion.
I have never heard of such ridiculous BS like this.
Cost should be on the receiver but then they would have to raise their prices to compensate. -
Municipalities have learned a long time ago, you don't "tax the locals", you find ways to tax those "passing through". Look at the extreme taxes they place on hotels stays and car rentals at the airport. Nothing those consumers from out-of-town can do about anything related to special taxes directed at themMy Dog and Just passing by Thank this.

It sounds like it was intended for companies with their own fleets but is being applied across the board to common carriers. I'm no lawyer but it sounds like a very poorly written and poorly worded law.

stop all commerce in that area until they start paying more for you service. They will soon have no food and store shelves will be bare and then that areas tax income will slip.
