i'd keep quiet, as long as he does not hit anything, or anyone.
if he does, THEN i drop a dime, and make sure i inform the other party as to what happened.

Get real, most of these idiot drivers have issues with moving the truck in a forward direction in a dead straight line and you think it is none of your business when they have a phone to their ear distracted while backing up?

Unless he hits me or someone else and tries to take off, I don't care if he's on the phone. How do you know he hasn't been on hold for an hour for a call that can't be made later in the day?

My cousin was pulling into a fuel stop last week and a guy came up and informed him it was illegal to talk on a hand held phone in a commercial vehicle. My cousin informs the guy he’s not in a commercial vehicle, he’s in their farm truck. Then the dude’s head about exploded when my cousin goes “Shoot man, I don’t even have a CDL”
