So the CDL school closest to me is a 9 months contract, which isn't that long, but kind of is. And it's for a company that doesn't get good reviews here (CR Eng). If I quit before the 9 months because say I hate it or I want a local job and now have the experience, how much would I need to pay back? Just the remaining contract or the full cost?

If you take the time to actually read the contract BEFORE you sign it, it will tell you all of your obligations. If you can't understand it take it to a lawyer, DO NOT rely on what the recruiter tells you.
