No, I mean in the direct aftermath of a disaster, how is FEMA gonna "force" you to drive a truck for them?

They keep a data base of tier two drivers for that particular reason. And a percentage will answer the call and go out to do this work.
We actually have some experience when our area gets wrecked by tornadoes and FEMA brings in trucking under their terms to run the destroyed materials say to the landfill. No logs etc. I looked into participating back in those days because it was a oppertunity as a driver when there is work potentially to be done for wages locally.
In a disaster, say nuclear against DC. There are three zones. First zone A the immediate area of the attack will be isolated quickly. And nothing in nothing out for a while. As in nothing, no persons etc. Nothing. If anyone is stuck in there alive, they will die there if they cannot get out physically to zone B which is a containment zone for 24 hours post attack for rescue purposes and so forth. After 24 hours it is sealed off. Nothing in nothng out.
Zone C is the outer zone. That is the administrative and other things associated with the disaster by FEMA and other agencies including the Military. it is also a outer zone to intercept looters and anyone trying to get into the inner zones.
I appreciate you are asking me directly if I thought that if someone with tier two will refuse to do that kind of work when called from the data base by FEMA or anyone in the Federal Government after something like that they are not going to be prosecuted.
If they are, then we live in a orwellian police state and that would come out after the system gets started.
I personally do not care to be involved in that kind of problem with a CDL. That is why I got rid of it. Again the reefer trucks used to haul the dead look just like food trucks that would be a target of the survivors in the containment zones. There isnt enough ammunition to protect myself against the hordes. I wont be a part of that. That's why I just hold a car license so there is nothing to call me on for that work. That's my specific choice after careful thinking about holding a CDL under Tier two as grandfathered in my state. The license no longer has any value to me. Or anyone considering my own medical situation.
Even if I did go out towards a disaster or attack zone with a tractor trailer, I wont last more than a day or two at most before I myself require medical attention. It's silly.
Finally but not least, this is not Selective Service (Aka the draft) where there is concenquences for refusing to answer a draft call up for military service. There will be a percentage of about 14 million fighting age of 16 through 35 who are part of this database for that purpose. If they refuse to go when drafted then the Government will prosecute them.
This is just a disaster problem. If you don't want to go out when they call, then don't go out. They will find the necessary people to run the trucks when the time comes. Again there is nothing to prosecute for refusal to go out. -
I've gotten slightly closer to sorting this out.
1st trip to the DMV. Spent 5 hours in line.
I made it to the 2nd in line position before I had to get to work.
Todays trip that I had to schedule an appointment a month ago presented me with "nothing they can do.
Even if I downgraded in alabama, I wouldn't be able to get a permit unless I cleared things up with Indiana."
So I got a new med card, faxed it to Indiana, and now my CDL status has changed from DISQUALIFIED to RETEST.
I'm not sure if that means i'll only be able to retest in Indiana, or if Alabama will allow me to get a CLP.
I have a month before school starts, but will need an Alabama CLP before then. I feel like i'm stuck in a bog of bureaucracy right now. -
I now have an alabama license. Still have to wait until tommorrow to do the CLP + endorsements.

You pretty much have to start over from scratch.
You will need to get a D.O.T. physical from any state and send the long and short form to Indiana.
I faxed mine to the number on the Indiana BMV website and my CDL status was changed within an hour. -
Then you had to retest and everything?
