On ramp needs to yield to traffic and exiting traffic. But I do understand your point.
Last year, I was home for the holidays and was driving my car. It was raining and I was behind this flatbed on the on ramp. Curve was 30mph, he accelerated to about 40mph. He didn’t finish merging because out of nowhere an suv came down screeching, spun and hit the back of the trailer. It was captured on my dash cam. I parked on the shoulder in front of the flat bed, I told the driver that I got it on my dash cam. We waited for the cops to show up. Their verdict? They slapped the suv driver with reckless driving. I think the second one was failure to control speed, I mean it was raining.
When you accelerate to get on the exit ramp, you will no longer have right of way, but from that moment on it’s reckless driving. You guys can go look at your state’s dmv book. When you want to exit, you are supposed to decelerate not accelerate.
If I’m exiting, I always slow down. If there is a truck merging and he happens to be in front of me, like 1 trailer length, then I will let him merge. I’m not about to speed up and take a 25mph exit curve, doing 55 or 60.

My two cents. A long time ago I learned I have nothing to prove. I've had way too many drivers race me in the right lane after I had what I consider to be the decency and respect for another human being to move to the left lane so they can merge safely. I've also been given the 1 finger salute from people wanting to merge and I had absolutely no chance of moving over. When merging onto a highway I yield to oncoming traffic. In the very rare occasion I pull onto a shoulder(maybe once or twice in a year) I monitor all lanes of oncoming traffic until I am 100% sure it is safe to start merging. Even if it means driving on the shoulder for half a mile or more. When I do finally merge I make it a habit to let all trukks in the left lane have an opportunity to get ahead of me and into the right lane so long as it is reasonable. Me slowing down for a minute or two is not going to affect my on time delivery. It's common courtesy as far as I'm concerned. Me acting like a prikk is not going to change the behavior of someone who has more than likely been a lifelong prikk. In regards to those that feel the absolute need to race and then pass someone in the right lane,they are the people that make me grateful I don't have a gun. I unfortunately have little to no tolerance for ignorance. Sorry for the rant. I'm not claiming to be better than the next man or woman. Whether we like it or not when we're out there on the road we are all in the same boat and we should be looking out for one another. Sorry. This can be a sore subject for me at times. Well after reading this thread it’s official, we are screwed... half of ttr doesn’t even know the proper procedures for entering a on ramp, much less who has the right of way.... I would have cussed you also.

Yeaaah, but him (exiting dude) with his blinker on, being behind the guy starting to merge (entering dude), and then the guy (exiting dude) trying to get off the freeway in front of the guy trying to merge (entering dude)...that's like the girl that decides the consensual sex wasn't that good, changes her mind after the fact, and that now makes it rape. Any logical person would think that if you're about to trade spots, there's no reason to make it complicated if one dude is already behind the other dude. Unless of course you're trying to start something...

What I do in these situations is to continue accelerating. The exiting traffic figures out pretty quickly that they will have to yield in order to avoid missing the exit.
