Yes it does.
What you're referring to are SPMT's, Self Propelled Modular Trailers. Or as I refer to them, the most awesome r/c cars man ever made!
This is drawbar controlled, not SPMT. It has hydraulic suspension and you can "break" mechanical steering and hydraulically steer it, but it does not have hydraulic wheel motors, and uses air brakes.
In this screenshot (approx :47) you can see the mechanical linkage.

I will be looking to load it out of possibly one of the KEEN yards in IL on the 20th or 21st. That way I can test weigh it on their axle scale and adjust the proportioning valve on the lift axle if necessary. I will have a little room to adjust weight but will still end up light on my steer when open to the 13’6. -

Here's a Diagram from a PDF on the Goldhifer website showing how they are setup for mechanical steering. All the ones I've ever seen with mechanical steering are usually designed with highway travel in mind.

As a guy with 0 experience with large platforms other than I stood 20ft from one on a job site I think they had the wrong equipment for the job. A SPMT like you were talking of wouldn't have pushed the truck out of the way and then chased it off a cliff. They would've had control of each axles drive to control speed and steering in a straight line.
I also wonder if more ballast on the tractors would've helped with traction. Doesn't look like either of them have a whole lot on the back compared to the size of some ballast boxes I've seen. -
