Is it possible to open MC# and not to use it for the first 3-5 months, so the period while some brokers don’t want do give loads to new MCs pass?
Do I need to buy cargo insurance and to put truck under that MC# or I can just open MC# and wait few months?

You can do that. You would just need $750K in auto liablity. Having just gone through the first 90 days under my authority, I don't think doing what you laid out above is cost effective though. Brokers will work with you, especially if they need a truck. There will be some that won't though out of the gate. I've spoken with some brokers that claim they need up to 2 years of active authority before they would work with you. I thought that was a bit much when they had said that though.

You do not need cargo insurance or a truck, however you do need the required $750,000 of public liability which is the expensive part of the insurance. Your MC authority will not go active until that insurance is on file, and you only have 90 days from the time you submit your application to have insurance on file or they cancel your application, keep your filing fee and you have to start all over.
Like the others have said, don't worry about the new authority period, simply go and find the best loads you can as a new company and it will sort itself out. It will cost you more to have the insurance and not use it that the lower paying rates you will get as a new carrier.
