Pay well, treat your drivers like professionals and be up front with them about expectations while allowing them to do the same. Maintain your equipment and listen to their concerns.

To keep your insurance down, someone with a good driving record to start. You're not going to find many people willing to do local work, when they can have benefits/incentives with the big carriers. But, there's always semi-retired, older drivers that are more than willing. They'll have a good record, with huge experience. Most looking for part-time work/runs close to home. I'd advertise for this, along with above average pay and home-time. Don't hire anyone with a sketchy past work history or seem to drift from town to town. They'll only prove to be unreliable and may jeopardize your contracts.
