They can come up any fee they like and call it anything they like. It has nothing to do with State or Federal regulations. They can have a "Bubba the Tire Guy Coca Cola Fee" for the cold drinks he consumes while servicing your tires.
When I was in the tire business we had all sorts of taxes, fees, and other bs on the list. More often than not the customer just ignored them all and said :" What is the price out the door? Gave him the quote and he made the decision whether or not to do business with us.

Draw back is they are dang near downtown and hard to get at with a trailer on .
My company shop charges me 72.00 an hour plus 10% on parts which I use for the rest ....alot cheaper than freightliner at 165.00 an hour .

Example of doing biz at home at a local tire dealer recently .
8 new yokahama 590s on the drives with credit on the Michelin xdn energy at about 5/ 32s ...mounted , new stems out the door 3200.00.
2 new Michelin xdn energy steers mounted , balanced out the door at 499.00 a piece ..minus 200.00 bucks for the 60 pct Bridgestone 289s I would have paid them to take .

My wrench here in Phoenix charges me $40 for drive tire rotation. It's been on the house a few times,
I've seen T/A advertised at $25 a tire. That's ridiculous.
And you gotta rotate the Yoko's a lot. Wrench hipped me to that when he saw them, so I've taken his advice, and it's worked out good.
There was some tub I was talking to in the lounge at the shop where I got my last steers, we started talking tires, wear, rotations, etc..
He says " I get 250K minimum out of my tires, and I won't own any that have to be rotated."

took my truck to carrier to have them trouble shoot my apu. they did not take anything off my truck . I had to order a wire for it they did not have. when they gave me the bill they charged me disposal fee. along with the labor for trouble shooting an the wire I ordered . I told them nothing was taken off so the disposal fee should be taken off they said it on ever work order an can not be taken off. I called the a.g when I left. they contacted carrier an when they got done with carrier, the coo of carrier called me an apologized for it not being taking it off an would refund my money. when I got the check in the mail it was for the whole amount of the bill an a letter of apologize from the dealer. i was surprised all i wanted was my disposal fee back. not the whole bill. an i got the wire for free.

Fee's, fines, nickels, and times. While I dont like paying a disposal fee. At least I no what im paying for. The one that sets me off every time is grrrrrrrrr "SHOP SUPPILES" Back in the 80's maybe also in the 90's. Mechanic needed a nut, bolt, washer, wire splice etc. To do your job he went into the parts room and got it. He had to use heat or cut off a bolt, shock etc.. he went and got the torch, cut it off and finished job. He needed a rag to clean something, or some wd40 to loosen something up. He went and got rag and can of wd40. Finished the job end of story. So they came up with this new charge callef shop supplies to cover it. At first it was a flat $5 on every order.
Now a days every nut, bolt, connector, can of wd40,grease what have you has a item code. So we get charged for it. So why do they still tack on shop supplies? (Cause they can is why) I was once told, oh that's to cover uniforms, or the plastic seat covers. I called b.s. on that. Things that are required to do the job. Are supposed to be built into the fee you charge for the job.
I'm a mover I cant charge my customers a fee for using a box dolly or straps to the down the load.
I have noticed recently lot of places. Now just call thier extra b.s. fee. Environmental fee. -
