The "flow"?
The "flow of traffic" you're speaking of assumes that everyone is driving the same speed but they aren't. People commonly drive anywhere from 30mph over to 20mph under the speed limit.

Re-read my reply, as I had already addressed that. Yes, there are those who drive above the flow (and occasionally, they'll pass you)...and there are those who drive below the flow (and occasionally, you'll pass them). Somebody has to alter what they're doing to go around somebody else once every several miles.
However, if you're driving 10 mph below the average speed of the other road users (aka "the flow) you're constantly being passed. This means several times per mile, somebody has to alter what they are doing to go around you. This increase in interactions between yourself and other motorists increases your chances of being involved in a crash.SteerTire Thanks this. -
I just cruise along at about 2 mph slower than the traffic around me (in congested to semi-congested areas). This creates like a safety bubble around me as people just go around me. Kind of cool to watch...

I don't think they realise what they did. They forget about you when they think they are past you, even when they slow down after moving over in front of you.
The city horn usually works to remind them you are still going the same speed as when they passed you. Not always... -
Back when they did the studies on the 55 mph speed limit, the big take away was the “ speed kills” and “speed is the number one cause of collisions / accidents” as safety quotes. The important part of the reports is, that these have truth and merit, if you have all the information. For the best sound bite, they leave out important information. Unfortunately the part they leave out, is that speed differential is the primary problem. When you have vehicles traveling at the same speed, no problem. The likelihood of these vehicles having any interaction is very small. Change the speed of one, now you increase the odds of vehicles having to adjust to the higher or lower rate of speed. The odds of a collision just went up. The bigger the speed differentials the higher the odds of a collision. A difference of 15 mph between vehicles Increases the odds of a collision by 23 times.

There is no flow of traffic people do not drive same speed. People drive radically different speeds anywhere from 30 over to 20 under the speed limit

The right lane works great in some cities. And actually moves faster than the center or left. In some cities.
Billy big rigs don’t understand this concept. And probably never will. I know the OD driver racing me through Boise doesn’t. Passed me 3 times coming in and through. I was lead dog coming out. -
Somewhere above was that 99% of the time a rear end is your fault.
Not even close. Someone who steals ROW is the one at fault.
Since car drivers aren’t taught to leave adequate room (assuming they care, “New” Americans sure don’t), that courtroom assumption quit holding water a long time ago.
Look at the whole situation. Lane choice. Time of day. Nearness to major exit. Traffic volume.
The truck speed (Black Box).
THAT is the item to plan against if the worst can happen. YOUR immediate and past record (logs and that box) are the witnesses against you.
The camera is accessory to that. It’s icing on the cake.
If all else is “sensible” (not on phone, etc) THEN the camera seals it.
If the camera shows you earlier to be tailgating, too fast for conditions, lane-changing (while arguing with dispatcher or wife), it’s gonna sink you. -
I recall the split limits. More trouble than they are worth. And again the companies have been more than willing to enforce the tradittion of split limits to their liability slowing the rigs below posted speed. In trucks that have had either a 72 mph governor or none at all, those employment experiences were very positive. Everyone else with limited trucks at 62 or whatever are not worth the investment in my time.
