What to replace first pump or gear?
Filter and fluid was replaced many times, gear input shaft seal was replaced but leaking again after less then year.

Is in it cheaper to keep adding fluid? That is what I do,2,4 ounces after a weeks worth of driving

ATF is very corrosive to wire plastic insulation and gear is wet. Picky DOT can place me OOS.
My most concern about whining noise when steering.

Whining noise could be pump, but if your input shaft seal is leaking again than your sector shaft is worn out, it’s better to replace or rebuild the complete box.

Where are you located, if you’re ever in Riverside, CA there’s a shop that rebuilds them for about $500 with a one year warranty, (same as a stealership remanufactured at half the price.)
