If they pay layover pay then you qualify as long as you're ready and available to work. You have some stuff you need to do likely disqualifies you from that. Personally in such a situation I would call in every day to make clear I'm available. It isn't much, but hey, it's money for nothing.

I think there is more to this than just what the OP is saying.
I also think that if they haven't provided a means to make money, that little contract is nullified by their actions with manual trucks in their fleet and available but refusing to allow them access to it. -

I would be at the terminal every day if it were me. If you didn't live nearby they would have you in a hotel. Maybe you get dropped to the bottom of the list so they can get people out of the hotel. -

I do have an update. I was told my truck was ready on the 17th. I drove up there and found out it was missing the antenna that allows my DBL to send me loads (big problem). I went to the shop manager and they did not have any on hand. They ordered some from Kent Washington and it took them three days to get them and then another day to install it. I ended up being sent home. I am heading back up today now that it is installed.88228822 and austinmike Thank this. -
There is more to this. It’s Schneider. They will be 100% auto shift within 2-3 years.
The only manuals being brought into use now (as I’ve been told) are Lease trucks that have or are being turned in. There are some residuals hanging around.
But manuals are history at the pumpkin patch so I’m told. -
Schneider is switching their entire fleets to automatic transmissions. So are many other companies.

You might drive yourself crazy trying to analyze the criminal minds of some mega carriers. Yes, I had to Google search to determine what a forensic psychologist does. Good luck driver.
